LANCASTER TOWNSHIP PLANNING COMMISSION 1240 Maple Avenue Lancaster PA 17603 MEETING MINUTES - January 21,2025 CALL TO ORDER The regular meeting of the Lancaster Township Planning Commission (LTPC) was held Tuesday, January 21,2025, at the Lancaster Township Municipal Building. The meeting was called to order at 7:00p.m. by LTPC Chairman, Glenn Ebersole, with the following LTPC members in attendance: Angela Sowers, Tom Kifolo, Deborah Martinez, Alimayu Thrash, and John Affriol. Also in attendance were John Donnelly, Township Zoning Officer, Ben Webber, Township Engineer, and other interested pafties. Election Of Officers Mr. Thrash made a motion to keep the officers the same as they were in 2024. Ms. Maftinez seconded the motion. The motion carried unanimously. Approval of Minutes - October 15, 2024 o October 15,2024, LTPC meeting minutes were approved. Public Participation or Comments: o None STORMWATER MANAGEMENT PLANS : . LTPC 331- 631 Conestoga Blvd Stormwater Management Site Plan Modification and Waiver Request " Mr. Webber provided an overview of the project. o The applicant is proposing to add a swimming pool, a garage, and other impervious areas to the property and has requested a modification of the maximum allowed area of disturbance that can be permitted by the Township as a Minor Land Disturbance and a waiver of the prohibition against a Minor Land Disturbance being permitted on properties with Environmentally Sensitive Areas (e.9. those that contain floodplain). . There will be additional fill added to the floodplain, but the applicant is proposing to create areas to compensate for that. They will also be removing some existing impervious areas. . Due to the amount of earth disturbance that will be caused by the project, it requires a Stormwater Management Site Plan; however, the direction of the stormwater flow will not be changing and there is no net increase in impervious areas. -- 1 of 3 -- o Discussion ensued on the impact of not submitting a Stormwater Management Site Plan for this project. . Mr. Webber noted he does not foresee any negative impact from processing this as a Minor Land Disturbance Plan. o Mr. Affriol made a motion to recommend the requested modification and waiver request to process this application as a Minor Land Disturbance application subject to Mr. Webber's review letter dated December 31,2024. Mr. Thrash seconded the motion. The motion carried unanimously. SUBDIVISION/LAND DEVELOPMENT PLANS: . None Old Business: . None New Business: . 80 Jackson Drive - lnformal Discussion o An informal discussion was held regarding the possible work being done at 80 Jackson Drive. . Mr. Donnelly stated no plans or applications have been submitted, and it does not appear they have done any work that would require a permit from the township at this point. . Mr. Webber noted the house is listed as an Historic Resource, so modifications to it would need to be approved by the Historic Commission and the Board of Supervisors. . Lancaster Township Comprehensive Plan - Informal Discussion " Mr. Affriol suggested the Township consider reviewing and updating its Comprehensive Plan. " Mr. Ebersole stated this will be held off at least until the vacant seat on the Planning Commission is filled. Announcements: .
