3210-2024: To authorize the Director of the Department of Development to enter into a Subaward Not-for Profit Service Contract with Community Action Program Commission of the Lancaster-Fairfield County Area from January 1, 2025 to December 31, 2025 in an amount of up to $326,950.24; to authorize the appropriation of $111,256.98 and the expenditure of $326,950.24 of funds utilizing the 2023 and 2024 Housing Opportunities for People with Aids (HOPWA) entitlement grants from the U.S. Department of Housing and Urban Development; and declare an emergency.
