Open Records Policy Right-to-Know Requests for Lancaster Township (Lancaster County), Pennsylvania Lancaster Township Open Records Officer: John Donnelly, RTK Officer Lancaster Township 1240 Maple Avenue Lancaster, PA 17603 Ph: (223) 221-7514, Email: jdonnelly@twp.lancaster.pa.us Requests for records must be addressed to the Open Records Officer and submitted by using the Lancaster Township RTK Request Form: RTK Request (Township Form) Requests can be submitted by one of the following three methods: Email – jdonnelly@twp.lancaster.pa.us Mail – Lancaster Township, Attn: John Donnelly, 1240 Maple Avenue, Lancaster, PA 17603 Drop-off in-person – Lancaster Township, Attn: John Donnelly, 1240 Maple Avenue, Lancaster, PA 17603 Complete the Lancaster Township RTK form thoroughly and retain a copy for yourself; it may be required if an appeal is filed. You have 15 business days to appeal after/if a request is denied or deemed denied. When requesting records–Be clear and concise. Provide as much specific detail as possible, ideally including subject matter, time frame, and type of record or party names. RTK requests should seek records, not ask questions. Requesters are not required to explain why the records are sought or the intended use of the records unless otherwise required by law. After filing a request, a response will be issued within 5 business days. Filing an Appeal: When/If a request is denied or deemed denial, a requester may file an appeal to the Pennsylvania Office of Open Records. The appeal must be filed within 15 business days of the denial or deemed denial date. The appeal must also include the request, agency denial if one exists, and address agency grounds that the request was denied. An appeals officer will determine if the record(s) is subject to public access.
