3292-2023: To authorize the City Auditor to appropriate and transfer funds from the Special Income Tax Fund to the Northland and Other Acquisitions Bond Fund; to authorize the Director of the Department of Development to enter into a Grant Agreement with the Alcohol, Drug and Mental Health Board of Franklin County (ADAMH), in an amount not to exceed $4,500,000.00, in support of the Mental Health and Addiction Crisis Care Center project; and to authorize the expenditure of $4,500,000.00 from the Northland and Other Acquisitions Bond Fund; and to declare an emergency.
