MINUTES Eugene City Council Meeting Eugene, Oregon 97401 July 8, 2024 7:30 p.m. Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, Lyndsie Leech, and Randy Groves Mayor Vinis opened the July 8, 2024, meeting of the Eugene City Council in hybrid in- person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North Building. 1. CEREMONIAL MATTERS Mayor Vinis began with recognition and gratitude for Eugene Water and Electric Board's collaboration with the City for the purchase of the new City Hall building. Mayor Vinis read a proclamation for the 34th Anniversary of the Americans with Disabilities Act. Mayor Vinis presented certificates to the graduating seniors who served on the Youth Advisory Council (YAC) and Josselyn St. Clair presented the YAC Annual Report. 2. COMMITTEE REPORTS AND ITEMS OF INTEREST • Councilor Keating - noted his appreciation for the work of the Youth Advisory Council; thanked Eugene Water and Electric Board commissioners for attending the meeting; thanked the volunteer leaders who helped coordinate a tour of our local shelters and rest stops by the governor's office; thanked those who abided by the fireworks ban; spoke about the volume of reports about fireworks and the need for increased education and enforcement; noted upcoming meetings of the Lane Regional Air Protection Agency and Human Services Commission. 3. CONSENT CALENDAR 1 A. Approval of City Council Minutes • May 15, 2024 Work Session • June 16, 2024 Public Hearing B. Approval of City Council Tentative Agenda MOTION: Councilor Keating, seconded by Councilor Groves, moved to approve the items on Consent Calendar 1, with the exception of Attachment A, minutes from May, 15, 2024 Work Session. VOTE: 8:0 PASSED 4. Action: An Ordinance Adopting Hazardous Substance User Fees.
