(opens in new window) (opens in new window) The Rules of Procedure and Charter Review Task Force is a special committee of City Council. It was established by resolution of City Council on January 7, 2025. City Council has tasked with the following: • Review the Knoxville City Code , Chapter 7.5, Article II-Rules of Procedure and possibly make recommendations for amendments to the rules. It may also consider and recommend establishing a Rules of Procedure Committee for future reviews. • Consider and possibly make a recommendation for the establishment of a Charter Review Committee for future Charter considerations. UPDATE At its July 22, 2025 and subsequent August 19, 2025 meeting, the Task Force completed its first review of recommendations to amend the Knoxville City Code , Chapter 7.5, Article II-Rules of Procedure. The Task Force is recommending the establishment of a standing rules committee. PUBLIC COMMENT The Task Force has a period of public comment at the beginning of each meeting. • Persons wishing to speak my signup by phoning or emailing the City Council Office at 865-215-2075 or CityRecorder@KnoxvilleTN.gov. Signups may also be made in person before the meeting. • The list of speakers closes once the meeting is called to order. • Persons wishing to speak will provide their name, address, and agenda item topic they wish to speak to. • Up to three speakers are allowed on each agenda item. • Up to two minutes are allowed per speaker.
