The City Clerk also administers election related matters including general questions, candidate filing proceedings, and referendum efforts. To view meeting agendas, minutes and videos, click here. Process Servers should contact the Office of the City Clerk via phone or email with questions regarding the acceptance of service of legal documents on behalf of the City of Columbia to include the City Manager. The contact information is listed below. Service is accepted in-person during normal business hours: Monday through Friday – 8:30 a.m. to 5:00 p.m. For all requests covered by the S.C. Freedom of Information Act, visit https://columbiasc.gov/foia/. Municipal Court information can be found online at https://columbiasc.gov/municipal-court. Marriage Licenses may be obtained from the Richland County Probate Court. Birth Certificates and Death Certificates may be obtained from the South Carolina Department of Public Health.
