The purpose of these groups is to pay specialized attention to specific areas affecting our community and make recommendations to inform the City Council's decisions better. These groups range from library operations to urban planning, park activities, and more. Six District Advisory Boards also recommend several wide-ranging issues to the City Council and City staff. ADVANCE PLANS COMMITTEE The purpose of the Advance Plans Committee is to guide staff and the Planning Commission in developing, formulating, and considering projections, forecasts, goals and objectives, proposals, plans, and policies that affect the planning area's long-term physical, social, and economic character. AFFORDABLE HOUSING REVIEW BOARD The purpose of the Affordable Housing Review Board shall be to provide professional expertise and community perspective in evaluating proposals for affordable housing programming and recommendations for funding. The Board advises the City Council and City staff on affordable housing matters. The Board shall incorporate principles of equity into its decision-making to properly serve the City’s minority communities. BICYCLE AND PEDESTRIAN ADVISORY BOARD This board advises the City Council on issues related to bicycling and walking in Wichita; participates in planning and project development; evaluates policies; and makes recommendations to City departments. It plays an influential role in implementing Wichita’s Bicycle Master Plan. Board members also spend additional hours outside board meetings learning more about agenda items and tracking projects. BOARD OF APPEALS OF AIR CONDITIONING, REFRIGERATION, AND WARM AIR HEATING The Mechanical Board provides technical code reviews and recommendations to the City Council and Sedgwick County Commission on the Mechanical Codes, as well as mechanical installations, construction, remodeling, and contractor licensing. This seven-member board is shared with Sedgwick County. The City Council appoints three members, and one member is a joint appointment by the City and County. BOARD OF BIDS AND CONTRACTS Since its inception, the development of the Board of Bids and Contracts has focused a large portion of the responsibility for purchases where the statutory limitation applies and formal bid procedures are followed. BOARD OF CODE STANDARDS AND APPEALS The BCSA provides technical code review and recommendations to the City Council and County Commission on the Building Code, building construction and remodeling, contractor licensing, dangerous building condemnation and demolition, and neighborhood code enforcement matters. BOARD OF ELECTRICAL APPEALS The Board of Electrical Appeals provides technical code reviews and recommendations to the City Council and County Commission on the Electrical and Elevator Codes, electrical installations, construction, remodeling, and contractor licensing. This seven-member board is shared with Sedgwick County. BOARD OF PARK COMMISSIONERS This seven-member advisory board makes recommendations to the City Council on issues related to parks, land acquisition and disposition of existing park properties and facilities; recreation programming; fees; the Park and Recreation Department's Budget and Capital Improvement Program Budget; future park development; and other issues related to parks and recreation. COMMUNITY SERVICES BLOCK GRANT REVIEW COMMITTEE The Community Services Block Grant assists state and local communities via a network of Community Action Agencies and other neighborhood-based organizations to reduce poverty, revitalize low-income communities, and empower low-income families and individuals to become fully self-sufficient. This review committee participates in the planning, implementing, and evaluating programs funded from grants made available under the Community Services Block Grant Act. CULTURAL FUNDING COMMITTEE The Cultural Funding Committee oversees the City’s distribution of grant funding to arts and cultural non-profits and local artists. The Committee advises on the overall grant program and makes recommendations for funding to the City Council. The Committee has 11 members, seven of whom are appointed by the Mayor and City Council and four who are appointed at large by the Wichita Arts Council. DELANO'S DESIGN ADVISORY COMMITTEE The Design Advisory Committee is responsible for advising Delano's Design Review Committee on all decisions about those applications submitted within the Delano Neighborhood Overlay District that do not conform to the requirements of the Delano Neighborhood Design Guidelines. DESIGN COUNCIL The Design Council makes recommendations on the incorporation of art and aesthetic design into public improvements. DIVERSITY, INCLUSION, AND CIVIL RIGHTS ADVISORY BOARD The purpose of the Diversity, Inclusion and Civil Rights Advisory Board is to nurture organizational development to create a culture that values intrinsic diversity, civil rights and inclusion in services, programs and policies by identifying and addressing discrimination and barriers to diversity, inclusion and civil rights, and initiating equitable strategies to connect the City of Wichita with community partners. ETHICS BOARD The Ethics Board advises the City Council and City staff on matters related to the City's Code of Ethics. The Code of Ethics is rooted in the City's values, which include: Respect, Ethics, Stewardship, Integrity, and Engagement. FOOD AND FARM COUNCIL The Wichita-Sedgwick County Food and Farm Council (FFC) will coordinate and connect food system activities, elevating the goals of the Food System Master Plan. LIBRARY BOARD The Wichita Public Library Board of Directors oversees the administration and operation of the library system per the department's mission of providing collections and services that inform, entertain, and enrich the quality of life in Wichita. MAYOR'S YOUTH COUNCIL The Mayor's Youth Council (MYC) was formed in 2008 by Mayor Carl Brewer to allow youth to weigh in on community issues and learn about their City government. METROPOLITAN AREA PLANNING COMMISSION The Planning Commission reviews and recommends planning cases to the governing bodies. PLUMBERS AND GAS FITTERS BOARD OF APPEALS The Plumbing Board provides technical code reviews and recommendations to the City Council and County Commission on matters involving the Plumbing Codes, plumbing installations, construction, remodeling, and contractor licensing. This seven-member board is shared with Sedgwick County. The City Council appoints three members, and one member is a joint appointment by the City and County. POLICE AND FIRE RETIREMENT BOARD OF TRUSTEES The Police and Fire Retirement Board of Trustees is responsible for the direction and operation of the Retirement System. The Board establishes rules and regulations for the System's administration and is accountable for implementing retirement ordinance provisions. The Board hires various consultants to advise the Board on investments and legal matters and to provide actuarial services. The Board monitors investments and performance, approves employee retirement activity, oversees the preparation of financial statements and the annual actuarial valuation process, and has the authority to change actuarial assumptions and the investment policy per the governing ordinance. The Board also elects members to serve on the Joint Investment Committee. This Committee employs investment managers and a custodial bank to invest and maintain custody of Retirement System assets. Note: Council-appointed members serve a 2-year term, but elected employees serve a 4-year term. SEDGWICK COUNTY COMMUNITY CORRECTIONS ADVISORY BOARD This board actively participates in formulating comprehensive plans for developing, implementing, and operating corrections services funded through the Community Corrections Act. Furthermore, the SCCC Advisory Board shall make formal recommendations to the Sedgwick County Board of Commissioners annually concerning the comprehensive plan and/or the Community Corrections Act grant request, implementation, and operation. SEDGWICK COUNTY JUVENILE CORRECTIONS ADVISORY BOARD (TEAM JUSTICE) The 17-member Board meets monthly and recommends to the Board of County Commissioners regarding the ongoing needs of juveniles in the community. SELF-SUPPORTED MUNICIPAL IMPROVEMENT DISTRICT ADVISORY BOARD The Self Support Municipal Improvement District (SSMID) Advisory Board works in partnership with the Wichita Downtown Development Corporation (WDDC) in the development of Downtown. Members own or represent owners of property within the SSMID. The WDDC Board provides recommendations to the City Council for consideration. TOURISM BUSINESS IMPROVEMENT DISTRICT BOARD The Tourism Business Improvement District (TBID) Board is a seven to nine-member board created to promote tourism and provide related services within the City. The Board is responsible for reviewing and approving the business plan submitted by Go Wichita each year. Consistent with the approved business plan, the Board will submit a recommended program of services to be performed or provided within the District during the next calendar year, and a proposed budget to accomplish these objectives, to the City Council no later than May 15 of each year. TRANSIT ADVISORY BOARD The Wichita Transit Advisory Board was created to advise the city council on recommendations from Wichita Transit for service improvements. The mission of this board is to create a new vision for Wichita Transit that will work for the community at large, a vision that the community can get excited about, and a vision that will raise Wichita's transit system to be a first-class system able to compete with other cities of our size. WICHITA AIRPORT ADVISORY BOARD The purpose of the Wichita Airport Advisory Board is to provide advice and recommendations to the City Council and City Manager on matters of policy and strategic long-term development issues affecting municipally owned and operated airports. The Board serves in an advisory capacity. Seven of the 13 members serving on the board are appointed by the Wichita City Council. WICHITA ANIMAL SERVICES ADVISORY BOARD The Wichita Animal Services Advisory Board reviews existing animal control regulations and makes recommendations for changes; seeks constructive solutions to the concerns of community members regarding animal control regulations; and assists in providing education to the community. One of the purposes of this board is to enhance the ability of Animal Control officers to communicate with the community and determine operating policies, which further its mission of both public safety and the humane care of animals. This board aims to have at least one member be a licensed veterinarian and one member from a certified local rescue group. WICHITA CITIZENS REVIEW BOARD The Wichita Citizen's Review Board assists the Wichita Police Department with community outreach and advises the Police Department about community concerns. The Board assists in policy development, education, and communications related to racial and other bias-based policing. The Board will also conduct reviews of post-discipline findings of the Professional Standards Bureau in alleged officer misconduct matters upon the request of the Chief of Police. There are no more than thirteen members who serve on the board. The thirteen members are appointed to the board; the Mayor and City Council appoint seven members, plus the city manager appoints six members. WICHITA LAND BANK BOARD OF TRUSTEES The Wichita Land Bank is an independent agency and instrumentality of the City with the primary responsibility and authority to acquire, hold, manage, and convey property, located within the Established Central Area as defined in the Wichita: Places for People Comprehensive Plan Amendment of 2019, and other abandoned, tax-foreclosed, or otherwise underutilized or distressed property within the City of Wichita to convert such properties to productive use.
