Summary of Minutes Regular Board Meeting Wednesday, December 12, 2012 The Board of Education of the Wilkes-Barre Area School District held a Regular Board Meeting on Wednesday, December 12, 2012. President, John R. Quinn called the meeting to order at 6:30 PM. Superintendent Dr. Bernard S. Prevuznak led the Pledge of Allegiance to the Flag. Board Secretary Leonard B. Przywara called the roll. 9 MEMBERS PRESENT: Corcoran, Elmy, Evans, Galella, Katsock, Latinski, Susek, Toole, Quinn President Quinn stated: The chair wishes to announce that the Board held an Executive Session following the Regular Board Meeting of November 5, 2012, an Executive Session on November 29, 2012, prior to the Special Board Meeting of December 3, 2012, recessed for Executive Session during the Special Board Meeting of December 3, 2012, an Executive Session on Monday, December 10, 2012, and prior to the Regular Board Meeting of December 12, 2012. THE SUBJECTS DISCUSSED IN EXECUTIVE SESSION RELATED SOLELY TO MATTERS OF EMPLOYEE RELATIONS, LABOR NEGOTIATIONS, AND/OR THREATENED OR ACTUAL LITIGATION. Mr. Elmy moved, seconded by Mr. Corcoran, to approve the minutes of the Regular Board Meeting of November 5, 2012, the Reorganization Meeting of December 3, 2012 and the Special Board Meeting –General Purposes held on December 3, 2012 and dispense with the reading of those minutes. Monies raised at the three (3) “Pink Out” selected athletic events a. Meyers - $169.00 - donated to Candies Place b. G.A.R. - $106.00 - donated to Candies Place c. Coughlin $346.00 – donated to medical Oncology Associates Prescription Fund 2. Explanation of how the numbers of daily Elementary Substitutes are calculated. 3. The Mini Mohawks are permitted free admission to one (1) football game per year at Wilkes-Barre Memorial Stadium. Parking at Kistler Elementary is reserved as a courtesy for coaches and administrators from opposing Districts/teams and the Athletic Director. 4. The request from the G.A.R. Band Parents regarding the placement of a shed at Wilkes-Barre Memorial Stadium is still in question. The Football Booster Club does not have room in their shed to house the band equipment. 5. New Special Education math framework is being introduced in the secondary schools. Mrs. Robatin, Principal of G.A.R. High School and Mrs. Riley, Director of Special Education are working with the Secondary math coordinator to implement this program to address PSSA Math scores. 6. An Elementary Reading Committee is being formed to research possible alternatives to the current SFA Curriculum. This committee will consist of teachers who have reading certificates and randomly selected grade level teachers from Kindergarten through Eighth Grade. This will be a teacher driven committee. Communications from Citizens Sam Troy, 95 Joseph Lane, Wilkes-Barre, PA Mr. Troy asked the Board for additional time, in addition to his allotted seven (7) minutes to address the Board. Mrs. Toole motioned, seconded by Dr. Susek, to grant Mr. Troy additional time, a total of ten (10) minutes to address the Board. The vote was as follows: 6 Ayes: Evans, Galella, Katsock, Susek, Toole, Quinn 3 Nays: Corcoran, Elmy, Latinski Motion Passes Mr. Troy asked the Board when the results of the Forensic Audit would be made public, questioned certain items listed on the Athletic Report, expressed his opinion in regard to the appointment of the Superintendent, asked the cost of the Nationwide Search for a Superintendent and also questioned the amount of and reasons for the Executive Sessions that are held by the Board. Board Secretary/Business Manager, Leonard Przywara, informed Mr. Troy that the Forensic Audit was completed and would be presented to the Board at the January, 2013 Regular Board Meeting. Board Members, Ms. Evans and Mrs. Toole, informed Mr. Troy that the cost of the Nationwide Search for a Superintendent was approximately $11,000. Both Ms. Evans and Mrs. Toole stated that seventeen (17) candidates applied, the list of candidates was narrowed and interviews were held. -- 2 of 23 -- Summary of Minutes Regular Board Meeting Wednesday, December 12, 2012 3 Tracey Hughes, 73 Spruce Street, Wilkes-Barre, PA Ms. Hughes expressed her gratitude to the Board for their recent evaluation of the SFA Reading Program and also stated that she was happy to see so many faculty members of the Wilkes-Barre Area School District present at the meeting. Ms. Hughes asked what the policy was in regard to the agenda for a Board Meeting, noting that there was nothing listed on the November Board Meeting agenda in regard to the Hiring Policy or the appointment of a Superintendent for the Wilkes-Barre Area School District, however, both items were addressed and passed by the Board. Ms. Hughes also stated that she understood that the cost of the “Nationwide Search” for the position of Superintendent was $10,000 and some Board Members did not feel that the “Nationwide Search” was completed. Ms. Hughes requested answers from those Board members who voted “yes” in regard to the appointment of Dr. Bernard Prevuznak as Superintendent of the Wilkes-Barre Area School District. Ms. Hughes also expressed to Dr. Prevuznak that there was nothing personal in her questions regard his appointment as Superintendent. Ms. Hughes also referred to the Personal Report of the December 3, 2012 Special Board Meeting-General Purposes, and noted that there were blank spaces on the Personnel Report in regard to several appointments and asked the reason for their removal on the Personnel Report of the December 12, 2012 Regular Board Meeting. Ms. Hughes also addressed the Board in regard to the recycling policies of the Wilkes-Barre Area School District and stated that it is her opinion that recycling is not being addressed properly by the District. Board Member, Louis Elmy, informed Mr. Troy that in his opinion, the Board had completed the necessary steps to make an informed decision as to the best candidate to fill the position of Superintendent for the Wilkes-Barre Area School District and he fully supported the appointment of Dr. Bernard Prevuznak as the new Superintendent of the Wilkes-Barre Area School District. Dr. Corcoran informed Ms. Hughes that the blank spaces on the Personnel Report of the December 3, 2012, Special Board Meeting–General Purposes were removed from the December 12, 2012 Regular Board Meeting due to the fact that those positions were eliminated/accommodated by existing personnel. 3. Jeff Ney, Wilkes-Barre Township, PA Mr. Ney addressed the Board in regard to the recent appointment of Dr. Bernard Prevuznak as Superintendent of the Wilkes-Barre Area School District. Mr. Ney, on behalf of himself and the Teachers Association of the Wilkes-Barre Area School District, expressed to the Board, their support of the Boards recent decision to appoint Dr. Bernard Prevuznak as Superintendent of the Wilkes-Barre Area School District. Mr. Ney informed theBoard that an open line of communication has been established with Dr. Prevuznak and he and his colleagues are looking forward to working together to serve the students and parents/guardians of students of the Wilkes-Barre Area School District to the best of everyone’s ability. Mr. Ney also expressed to the Board that he and his colleagues are also aware that this Board is proactive and are willing to work with the District on any and all aspects in regard to assisting the students of our buildings. CURRICULUM COMMITTEE REPORT Mr. Latinski presented the following report and recommendations for the Board’s approval: 1. That approval be given to enter into a sub-grant agreement with the Luzerne Intermediate Unit 18 for implementation of Race to the Top-Phase 3 (RTT3) funds for the project period July 1, 2012 through September 30, 2015, in accordance with the terms and conditions outlined therein. A complete copy of the agreement (Exhibit “A”) is on file in the Office of the Board Secretary and incorporated into this resolution with full force and effect as if same had been pronounced in its entirety herein. 2. That approval be given to enter into “Contractual Service Agreements” with the following listed providers, which providers have been determined qualified by the Pennsylvania Department of Education to assist the District in accomplishing the supplemental educational instruction mandates of No Child Left Behind. Ms. Katsock stated that she was in favor of the motion; however, she is not clear on the legality of the motion. Attorney Wendolowski suggested that it would be appropriate to research the legality of the motion and to also investigate what the school code states. Boys Basketball Booster Club event. Mrs. Toole expressed concerns that the ad stated, tickets could be purchased from basketball players Mrs. Toole stated that she has attended many of these type of functions and has no problem with the event, however, she does not feel it is appropriate to have tickets sold by the basketball players, especially when light alcoholic beverages are served at the event. Dr. Prevuznak informed the Board that Mrs. Toole has brought this issue to his attention and he has spoken to the Athletic Director at G.A.R.in regard to the advertisement. Dr. Prevuznak also stated that he is going to inform the Athletic Directors of all Jr. High and High Schools that they need to be aware of all Booster Club activities. Mrs. Toole addressed the Board regarding a recent article that was published in a Scranton paper regarding the Keystone Exams. Mrs. Toole stated that by 2020 students are going to be required to show proficiency in Civics and Government in the 2020 Keystone Exam. Mrs. Toole stated that she was concerned regarding the Elementary Curriculum, due to the fact that the District does not address Social Studies specifically. Mrs. Toole further stated that she was going to motion to have Elementary principals revise the Elementary teaching schedules to pre SFA time beginning with the start of the 2013-2014 school year, which means that there will be a block of time set aside each day for Social Studies to be taught in the Elementary grades from possibly Kindergarten, definitely, first through sixth. Mrs. Toole motioned, seconded by Mr. Latinski, to instruct Elementary principals to revise the Elementary teaching schedule to pre SFA beginning with the start of the 2013-2014 school year.
