2813-2025: To authorize the Director of the Department of Development to enter into a capital contribution agreement with The Gladden Community House for facility renovations; to amend the 2025 Capital Improvement Budget to match cash and transfer funds between projects in the amount of $35,406.00; to authorize the expenditure of up to $35,406.00 within the Development Taxable Bond Fund; to authorize the appropriation and expenditure of up to $119,594.00 from the Neighborhood Economic Development Fund; to authorize expenses incurred prior to purchase order execution, beginning October 1, 2025; to authorize the advancement of funds on a pre-determined schedule provided in the terms of the agreement; and to declare an emergency.
