PUBLIC AFFAIRS HEALTH OFFICE The Health Office is part of the Bureau of Public Affairs and is located on the first floor of City Hall. Frank Spleen is the Health Officer and as such is responsible for eating and drinking inspections and the issuance of permits for all eating and drinking establishments. Mr. Spleen is responsible for all interior and exterior sanitation enforcement. Diane Fiorillo is the Secretary for the Health Officer and assists Mr. Spleen with his duties. Mr. Spleen is also the Animal control Officer and handles all enforcement of animal control law. Mr. Spleen is also the Shade Tree Officer and as such is responsible for the enforcement of the Shade Tree Ordinance as well as the removal, trimming and planting of Shade Trees within the City of Pottsville.
