The City of Scranton, Pennsylvania adopted a Citizen Participation Plan in 2021 to comply with HUD regulation 24 CFR 91.105 and ensure public involvement in federally funded housing and community development programs. The plan governs citizen participation in implementing activities under the Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG), HOME Investment Partnerships Programs (HOME), Affirmatively Furthering Fair Housing (AFH), and other formula grant programs.
