Virginia Beach's governance focus centers on long-term community development and infrastructure resilience, with key priorities including the 2040 Comprehensive Plan to guide future growth, a 10-year Flood Protection Program addressing recurring flooding challenges, and ongoing oceanfront event management. The Planning Commission and multiple appointed boards (Planning, Zoning Appeals, Historic Preservation, Chesapeake Bay Preservation) serve as the primary mechanisms for reviewing land use, environmental protection, and development applications before City Council consideration. Budget planning follows Virginia's biennial structure, with the FY 2024-25 operating budget spanning 398 pages across multiple fund categories and departmental allocations. Recurring governance themes include public accessibility through live-streamed meetings, digital service expansion (vital records online system, resident parking vouchers), and deliberate separation of open and closed sessions for legal and personnel matters.
