Lebanon County municipalities are actively managing growth and land use through zoning ordinances and intermunicipal service agreements. The North Lebanon Township Municipal Authority is coordinating regional infrastructure by expanding sanitary sewer services to new developments like mobile home parks and commercial projects (Sheetz, Manor View Estates), with decisions centered on conditional approvals pending financial security. Zoning frameworks across multiple townships (Union, South Lebanon, South Annville) establish comprehensive land use regulations to balance residential, commercial, and conservation priorities. At the county level, economic development strategy emphasizes business expansion and workforce development through regional cooperation. The City of Lebanon maintains fiscal stability through ten consecutive years without tax increases, despite modest revenue growth from property assessments.
